
Se trata de un aviso de retraso de implantación de modificaciones operativas en AIP que afectan a Barcelona y Valencia. A veces, incluso, se han llegado a realizar cambios de ultimísima hora para cancelar o retrasar cambios ya publicados en AIP en el ciclo AIRAC correspondiente que entraban en vigor un día después. Como así sucedió más de una vez con ocasión de la puesta en marcha de procedimientos de vuelo cuando se pusieron en marcha las 4 pistas de Barajas y el nuevo TMA de Madrid.
Falta de planificación, incompetencia. Chapuza en última instancia. Una estupenda forma de demostrar lo preparados que estamos para implantar el Cielo Único en España. Alguien podrá argumentar, que éste es un procedimiento estandarizado de amplia utilización por parte de las autoridades de navegación europeas. Y es cierto. Pero lo que se callarán es que en España sucede con demasiada frecuencia.

Last-Minute Postponement of changes to SPAIN AIP AIRAC AMDT 09/10 Affecting Barcelona and Valencia PURPOSE This Safety Warning Message is raised to alert aircraft operators to the last-minute postponement of changes contained in SPAIN AIP AIRAC AMDT 09/10 (effective 23 September 2010). SYNOPSIS Proposed changes in SPAIN AIP AIRAC AMDT 09/10 (effective 23 SEP 2010) which affect a number of procedures for Barcelona (LEBL) and Valencia (LEVC) have been postponed at the last-minute to 18 NOV 2010. The following NOTAMS apply: Barcelona (LEBL) SOURCE: EUECYIYN B8499/10 NOTAMR B8455/10 Valencia (LEVC) B8462/10 NOTAMN B8498/10 NOTAMR B8450/10 This last-minute postponement could result in serious flight safety issues for both aircraft operators and ATC. Airborne navigation systems are designed to use navigation databases which are updated in accordance with the ICAO 28-day AIRAC cycle. Once loaded, the information cannot be changed until the beginning of the next AIRAC cycle effective date. This means that the data uploaded in the navigation computer related to the changes at LEBL and LEVC cannot be modified until the next AIRAC cycle date (21 OCT 2010) and pilots should be prevented from using it. The same should apply for any revised charts which have to be cancelled and the old ones to be used. CORRECTIVE ACTION Aeronautical data services providers (e.g. Jeppesen, Lufthansa Systems and Navtech) have initiated actions to alert their customers about the changes affecting the products (e.g. Nav Data and Chart Alerts, Temporary charts etc.) that have already been produced and distributed.
